Who Is Eligible for the New VEU Insulation Scheme?

If your home feels like a sauna in summer and an icebox in winter… you’re not alone; and you might be sitting on a perfect opportunity.

Introducing the Victorian Energy Upgrades (VEU) insulation scheme, where comfort meets cost savings.

But the big question is: are you eligible?

Let’s break it down. No fluff, no jargon.

Stage 1: The Early Rollout

(April 2026)

From 14 April 2026, the scheme kicked off with a targeted rollout through the Energy Efficiency in Social Housing Program (EESHP). That means:

  • Public housing
  • Community housing

These homes are first in line to receive upgraded ceiling insulation, improving comfort and reducing energy bills.

Stage 2: The Big One

(October 2026)

From 1 October 2026, things get more exciting.

The scheme expands to include eligible Victorian households, that’s where you come in.

You’re likely eligible if:

  • Your home has no ceiling insulation, OR
  • Your insulation is below R2.0 (under-insulated)

Here’s the kicker…

Nearly 60% of homes in Victoria fall into this category. That’s more than half.

Why This Matters for You

This isn’t just about ticking a government box. It’s about:

  • Lower energy bills (around $418 annually)
  • Better temperature control year-round
  • Improved health and comfort at home

In short: your home works smarter, not harder.

The Catch?
(There’s Always One)

Home with lighting or wiring that creates a safety risk are ineligible, this is overcome with a check from a licensed electrician.

You’ll also need to go through an accredited provider, who ensures:

  • Products meet VEU standards
  • Installations are safe and compliant
  • You actually receive the discount

If your ceiling hasn’t been touched since the early 2000s (or ever), this scheme was basically made for you.
