(Spoiler: Not All Roofs Make the Cut)
Before you start picturing the ultimate cosy, and perfectly insulated home with the new VEU scheme, let’s check if your home qualifies. Because unfortunately, not all ceiling spaces are eligible under the VEU scheme.
The Two Types of Eligible Ceilings (In October 2026)
1. Completely Uninsulated Ceilings
No insulation at all?
👉 You’re in the sweet spot.
These homes see the biggest improvements in comfort and efficiency.

2. Under-Insulated Ceilings (Below R2.0)
Already have insulation? That’s fine, but if it’s underperforming, it still qualifies.
👉 Anything below an R2.0 is considered inefficient.
What Does “R-Value” Even Mean?
Think of it as your home’s forcefield against outside temperatures. The most simple way to explain it is:
- Higher R-value = better insulative quality
- Lower R-value = heat escapes effortlessly
- Lower R-value = cold penetrates easily

When Your Ceiling Might NOT Be Eligible
Here’s where things get serious. Your home won’t qualify if there are safety risks like:
- Halogen downlights
- Unsafe or exposed electrical wiring
These issues must be fixed prior installation.
Why Safety Matters (More Than Ever)
The VEU scheme isn’t just about efficiency, it’s about safe installations. That’s why strict standards are enforced, including oversight from:
- Energy regulators
- Workplace safety bodies
- Industry training programs
