What is the New Victorian Insulation Scheme?
This isn’t some shady deal, or door-to-door gimmick. This scheme is part of the Victorian Energy Upgrades (VEU) program. From early 2026, eligible Victorian households will be able to access discounts on ceiling insulation through the VEU.
Here’s the scoop:
The average cost of insulating a ceiling is about $3,000. Under the scheme, it’s estimated to get that cost smashed down to around $1,500.
The target is big: almost 60% of Victorian homes either don’t have ceiling insulation, or their home is “under-insulated.”
The estimated annual savings are around $400 per year for energy bills once insulation is installed.
But Wait… Safety Matters Too
Insulation installers under this scheme will need to be certified by the Energy Efficiency Council (EEC).

Navigating the Scheme:
The VEU program requires you to go through an accredited provider.
Who Is Eligible? Here’s what we know:
- Not every Victorian household will be eligible for all aspects of the scheme right away.
- The first phase targets homes that have no ceiling insulation. If you have any insulation this will make your house ineligible.
- There is potential to allow “top-up” insulation for homes that already have some but need more later on. There is no clear indication as to when this will be amended.
- A public consultation on exactly who and how the scheme works is underway, to refine technical eligibility, ensure safety, and set workforce standards. This is estimated to be public in early 2026.
- To take advantage, you’ll need to use a VEU-accredited installer/provider.
- More criteria and stipulations may be added when the information is released.
